"Shine" is an instrumental track, apart from some spoken words near the end. It was the non-album B-side to "Kiss of Light", which is on "Modern Music". Because Charlie was not at the session, Bill adopted the band name "Funky Phaser..." for that one track only.
It is most definitely on the 2019 Esoteric re-issue of "Modern Music".

My apologies, I was thinking more of the live version on "Live! In The Air Age", which is completely instrumental.
The studio version has a verse of vocals near the start, and some spoken words nearer the end - but is still mostly instrumental :)
